In 1913, Congress created the Department as an agency dedicated to foster, promote, and develop the welfare of the American worker. In the early 20th century, deplorable working conditions, child labor abuse, and lack of wage protection were just some of the issues that prompted the creation of the Department of Labor. The Department also sponsors training and retraining programs to help workers and veterans adapt to the demand for new skills in the ever-changing workforce.
